Two different paths exist for becoming a permanent resident.  The first is known as "consular processing".  Consular processing involves an application process pursued at the U.S. Consulate in the foreigner's home country.  Upon sufficient proof of eligibility, the consular officer issues an immigrant visa, and the person is then allowed to enter the United States as a lawful permanent resident.  Eligibility depends on financial stability, a qualifying relationship with a relative or employer, lack of certain medical conditions and lack of a serious criminal history.  The second path is known as "adjustment of status".  Adjustment of status is an available option for foreigners already in the United States, who can meet similar eligibility requirements.  With several exceptions, the most important qualification for adjustment of status is lawful entry into the United States.
